[ARCHIVED] Delegation Approves Annex Project

Through a partnership with Siemens Industry, Inc., the Carroll County Commissioners have developed an $8.3 million plan to renovate the former County nursing home (Annex) into a community hub of municipal, educational, and social services. 

The former nursing home was built in 1968 with an addition in the 1980's. When the building no longer met nursing home licensing requirements, the new Mountain View Community nursing home was built. The Annex continues to serve a purpose, however, as MVC's laundromat, storage, and maintenance department are located there. Additionally, the pellet boiler system that provides back-up heat and hot water is housed at the Annex.
 
 For years, County officials have recognized the value of the structurally sound building and the possibility it could serve other purposes, but the cost of renovation was too much of a burden to place on the County taxpayers. 

When the County received $9.5 million in American Rescue Plan Act (ARPA) funding in 2021, the Commissioners decided to set aside half as seed money towards the Annex renovations. With the successful pursuit of four other grants, County officials are now confident the necessary funding can be raised without the use of local tax dollars. 
 
 To meet the needs of the community and the requirements of the grant-making agencies, the project includes:

  • Moving the Administration/Finance/Human Resources departments from the Administration Building to the Annex
  • Housing the County central purchasing department
  • Continuing to serve as the laundry facility for MVC and house the pellet boiler system and maintenance department
  • Creating a multitude of energy efficiencies through upgrades to insulation, HVAC and electrical systems, as well as installation of all new windows and doors
  • Expanding the makeshift meeting space into a 150-person capacity function space that can be used as a whole or divided into three separate function or classroom spaces
  • Renovating the commercial kitchen for community use
  • Providing emergency living quarters
  • Technology upgrades for IT classroom/small business incubator opportunities
  • Classroom and workspace for health coalition and non-profit agencies
